Perjanjian ini terjalin dilandasi oleh kepentingan nasional masing-masing negara. Padahal sebelumnya Indonesia sudah menawarkan Jepang agar memberi usulan terkait peraturan ini sebelum diterbitkan. Indonesia masih mengejar kepentingannya untuk memenuhi perundingan ulang terkait tarif bea masuk xxx tarif impor yang belum terlaksana secara efektif. Selain berkenaan tentang kepentingan nasional, Indonesia sebenarnya juga tidak menetapkan tujuan yang jelas yang akan dicapai dalam kerjasama ekonomi ini.
