TAB B. Executive Summary The narrative summary of the entire proposal should be concise, to include addressing the significant risks, and highlighting any key or unique features, excluding price. The salient features should tie in with Section M evaluation factors/subfactors. Any summary material presented here shall not be considered as meeting the requirements for any portions of other volumes of the proposal. The Offeror should explain and provide their overall approach and supporting rationale for how they will execute the requirements of the contract.

TAB B. Small Business Subcontracting Plan A Small Business Subcontracting Plan is also required (FAR 52.219-9) for Other than U.S. Small Businesses ONLY (i.e. Large Businesses). ONLY OTHER THAN SMALL BUSINESS OFFERORS ARE REQUIRED TO SUBMIT. Along with the Small Business Subcontracting Plan, Offerors shall fill out and submit the Subcontracting Plan Checklist at Attachment 18. Separate from Small Business Participation Plan, firms other than U.S. Small Business Offerors, must also submit a subcontracting plan meeting the requirements of FAR 52.219-9 and DFARS 252.219-7003 (or DFARS 252.219- 7004 if the Offeror has a comprehensive subcontracting plan). Firms other than U.S. Small Businesses must submit acceptable subcontracting plans to be eligible for award. The plan, at a minimum shall address the elements set forth in FAR Clause 52-219-9(d)(1) through (11). Subcontracting Plans shall reflect and be consistent with the commitments offered in the Small Business Participation and Commitment Plan. Note: Subcontracting plans will only be reviewed for acceptability for the Offeror deemed to be apparent awardee. If the apparent awardees Subcontracting Plan is not initially acceptable, the Contracting Officer may engage in clarifications in regards to the Subcontracting Plan and this shall not be deemed discussions.
