– TECHNICAL COLLECTIVE RESPONSIBILITY. Technical implementation of the framework agreement and a specific agreement shall be the collective responsibility of the partners. To that end each partner shall take all necessary and reasonable measures to attain the objectives of the framework agreement and a specific agreement, and to carry out the work incumbent on the defaulting partner.
