Technical Memorandum. The Engineer shall provide a Technical Memorandum creating new or updating the chapters and information in the Final Report, which outlines data assembly and review of existing conditions within the project area including study goals, objectives, and needs, roadway conditions and characteristics, land use, existing traffic characteristics, and an analysis of crash data.
