Temporary Provisions. First.- The stipulations of Article 76 of the Cartagena Agreement notwithstanding, the Andean Community Commission shall define the terms of the Liberalization Program to be applied to the trade between Peru and the rest of the Member Countries, with a view to having the Andean Free Trade Area fully operational by December 31, 2005 at the latest. Peru shall not be obliged to apply the Common External Tariff until the Commission decides on the timeframes and ways and means for Peru’s incorporation in this mechanism.
