Terms and Conditions of Employment to be Negotiated. The terms and conditions of employment including wages for employees in the bargaining unit shall be in accordance with the ordinances, resolutions and motions adopted by the City Council from time to time. Prior to the submission of any recommendation for any change affecting terms and conditions of employment including wages, the City Administration will negotiate with the Union and attempt to reach agreement on such changes.
