The Role of the Scanners within the Agency. At the channel ports of Dover and Coquelles the quantity of traffic, twenty-four [24] hour operations, complexity of smuggling concealments and need to facilitate legitimate trade justified the installation of bespoke, permanent Scanners. In Dover there are currently six thousand [6,000] freight vehicle movements from sixty-six [66] ferry arrivals every twenty-four [24] hours, three hundred and sixty-four [364] days per year. Throughput of freight at the Channel Tunnel terminal in Coquelles is about two thousand six hundred [2,600] freight vehicle movements every twenty-four [24] hours, three hundred and sixty-five [365] days per year. Both sites operate ‘Roll on, Roll off’ facilities only (that is, goods in vehicles with drivers), and do not deal with container traffic. They have seen decreases in freight traffic as a consequence of the economic climate, although Dover has fared better than most ports, losing only about fourteen per cent [14%] by volume. Both sites are expected to experience growth in future years, which has historically stood at about ten per cent [10%] annually in Dover. The safe, fast, reliable detection of anomalies and elimination of innocent goods importations is the Agency’s goal. The effective facilitation of legitimate trade is essential in a ‘Roll on, Roll off’ environment such as Dover and Coquelles. Many goods are sold whilst in transit from the continent, and products are delivered to be sold or used upon receipt. This is known as ‘Just in Time’ logistics. If the Agency delays a consignment of engine parts for six hours it might result in a car production line being halted. Should any significant delays result from the activities of law enforcement agencies, ports will quickly experience difficulties discharging their trains or ferries. To put this in to context, a typical vessel arriving in Dover (one [1] on average each twenty [20] minutes) with one hundred [100] items of freight will require two [2] kilometres of road to discharge. This is in addition to coach and car traffic from the same vessel. Three such vessels often arrive simultaneously.

The obligation to display the SlovakAid logo does not confer on the Final Beneficiary a right of exclusive use. The Final Beneficiary may not appropriate the SlovakAid logo or any similar trademark or logo, either by registration or by any other means. For the purposes of the first, second and third subparagraphs and under the conditions specified therein, the Final Beneficiary may use the SlovakAid logo without first obtaining permission from the SAIDC.
