Failing satisfactory settlement at Step 3, and pursuant to Article 11, the President of the Union or designate may inform the College of the intention to submit the dispute to arbitration within: (a) thirty (30) days after the College's decision has been received; or (b) thirty (30) days after the College's decision was due.
