A Time-Off Award (TOA) means is an excused absence award granted to an employee individual or group that allows time off without charge to leave or loss of pay in recognition of a superior accomplishment or other personal effort that contributes pay. This award is principally used to recognize contributions to the quality, effort, efficiency or economy of Government operations; e.g., work on a difficult or important project, initiative in meeting a deadline, creativity in improving service. Such contributions are typically of a one-time, non-recurring nature.
