Traffic Congestion Relief Bonus – Department of Transportation. The State and the Union agree to meet and explore the feasibility of establishing a Traffic Congestion Relief Bonus Program in the Department of Transportation. If a feasible program is agreed upon, the program will be implemented on January 1, 2002 or on a date agreed to by the Department of Transportation and IUOE, provided the program is approved by DPA and the Department of Finance.
