Traffic Control. On this Contract, Traffic Control is the responsibility of the Contractor and all costs associated with the provision of Traffic Control shall be included in the Contract unit prices. Traffic Control, in accordance with the latest edition of the Department's Standard Specification, is required for the Contractor to complete all work under this Contract in a safe manner for the travelling public and for all personnel on the work site. Traffic control is the responsibility of the Contractor and shall be carried out in accordance with the latest edition of the Department's "Temporary Workplace Traffic Control Manual" which takes precedence over the Standard Specification with regard to signing and traffic control procedures. Contractors are advised that a revised version of the Department’s “Temporary Workplace Traffic Control Manual – 2009” was published with an effective date of June 1, 2012. Prior to commencement of any work, the Contractor shall supply an acceptable Traffic Control Plan which will clearly illustrate the layout and procedures to be followed. Traffic Control Signs identified as "TC Signs and Regulatory Signs" in the latest edition of the Department's "Temporary Workplace Traffic Control Manual", as required, shall be supplied, installed and maintained by the Contractor. "Minister - Project Signs" and “Joint Federal Provincial Signs” be supplied by the Department, shall be installed and maintained by the Contractor. Traffic Control Signs required but not identified as "TC Signs or Regulatory Signs" in the latest edition of the Department's "Temporary Workplace Traffic Control Manual" will be supplied by the Department, and shall be installed and maintained by the Contractor. Signs supplied by the Department, not returned by the Contractor at completion of the Project, will be charged to the Contractor at 100% of their replacement cost. The Contractor is advised that lane closures are not permitted beyond day time hours as defined in Liquidated Damages Paragraph 2.0 - Hours of Work, of these Contract Documents.

Traffic Control. On this ContractContractor shall conduct its operations in a manner which will minimize disruption to trail users and traffic congestion during A. M. and P. M. peak-hour traffic. This may require beginning work after the A. M. peak-hour traffic and ending work before the P. M. peak-hour traffic. Contractor shall maintain access to schools and commercial areas at all times during project operation. Spillage resulting from hauling operations along or across any public traveled way will be removed immediately by Contractor, Traffic Control is at his expense. When entering or leaving roadways carrying public traffic, Contractor’s equipment, whether empty or loaded, shall in all cases yield to public traffic. Special emphasis will be placed on the responsibility use of trail work ahead or construction zone ahead signs at the beginning, end and all access and/or intersecting streets, roads, bicycle paths or trails under construction. Contractor shall provide and maintain all signs, barricades, pedestals, flashers, delineators and other necessary facilities for the protection of pedestrians, bicyclists, equestrian and motoring public within the limits of the Contractor construction area and all costs associated its approaches, including advanced signing and barricades. Contractor shall also post proper signs to notify public regarding condition of trail/roadway, all in accordance with provisions of the Vehicle Code and "Manual of Traffic Controls", as published by the State of California, Department of Transportation, latest edition. Flashing arrow signs, of the appropriate type per the "Manual of Traffic of Traffic Controls", latest edition, shall be provided for all lane closures on all arterial highways and collector street. Portable delineators, either conical (traffic cone) or tubular shaped plastic devices, with a minimum height of 28 inches will be used for delineation of the travel way. If the traffic cones or portable delineators are damaged, displaced or unacceptable for any reason by Park Staff or are not in an upright position from any cause, said cones or portable delineators will immediately be replaced or restored to their original location, in an upright position, by Contractor. Contractor shall maintain a safe route for public to pass in each direction at all times. If trail is too narrow for this to occur, detour or trail closed signage should be installed at the nearest intersections. Park staff must be advised at least twenty-four (24) hours in advance of a trail closure to allow for public notifications to occur. Contractor shall furnish such flagmen as are necessary to give adequate warning to traffic or to the public of any dangerous conditions to be encountered. Flagmen, while on duty and assigned to give warning to the public that the street is under construction and of any dangerous conditions to be encountered as a result thereof, will perform their duties and will be provided with the provision of Traffic Control shall be included in the Contract unit prices. Traffic Control. On this Contract, Traffic Control is 1. The Design-Builder shall prosecute his work so as to avoid obstructions to traffic to the responsibility greatest extent practicable. The Design-Builder shall provide for the safety and convenience of the Contractor general public and residents along the Roadway and the protection of Persons and property. Highways closed to traffic shall be protected by barricades and other warning devices as required by the Department. Barricades and warning devices shall be illuminated where required during periods of darkness and low visibility. The Design-Builder shall erect warning devices in advance of a location on the Project where operations or obstructions may interfere with the use of the Road by traffic and at all intermediate points where the new work crosses or coincides with an existing Roadway. The Design-Builder shall maintain sign faces and reflective surfaces of warning devices in a clean and visible condition. The Design-Builder shall cover or remove signs when the messages thereon are not applicable. Barricades, warning signs, lights, temporary signals, and other protective devices shall conform to the requirements of Section 512 of the Standard Specifications. The Design-Builder shall maintain the Work from the beginning of construction operations until the Final Acceptance Date. Maintenance shall be inherent to the continuous and effective work prosecuted day-by-day with adequate Equipment and forces to such end that the Roadway and structures are sustained in a safe and satisfactory condition at all times. When a Contract specifies placing a course on another course or Subgrade previously constructed, the Design- Builder shall maintain the previous course or Subgrade in accordance with the Contract requirements during all construction operations. Moving the Jersey barrier for either purpose will be considered incidental to the contract and will not be paid separately. The contractor is advised that lane closures are will not be permitted beyond day time on the TCH 104 between the hours of 7:30am to 6:30pm on this contract. Prior to commencement of any work, the Contractor shall supply an acceptable Traffic Control Plan which clearly illustrates the location and layout of appropriate signage and devices as defined in Liquidated Damages Paragraph 2.0 - Hours well as the procedures to be followed. Traffic Control. The Contractor shall furnish as part of the “Traffic Control” bid item adequate signs, barricades, warning lights, and all other equipment necessary to direct and re-route traffic and shall furnish all flagmen and other personnel necessary to provide the required traffic control. Additions and/or reductions of signs, barricades, warning lights, flagmen and all other equipment necessary to direct and re-route traffic shall be subsidiary to the bid item "Traffic Control." The traffic control plan shall be submitted prior to issuance of the work order. No work on this contract shall begin until said plan is approved. The City reserves the right to adjust the Contractor’s plan to coordinate with other projects. Traffic Control. On All traffic shall be regulated in accordance with the MAG Specifications; the City of Tempe Traffic Barricade Manual, latest edition; the Manual on Uniform Traffic Control Devices (MUTCD); and any special provisions included herein. At the time of the pre-construction conference, Contractor shall designate an American Traffic Safety Services Association (ATSSA) certified individual, who is well qualified and experienced in construction traffic control and safety, to be responsible for implementing, monitoring, and altering traffic control measures, as necessary, to ensure that traffic is carried through the work area in an effective manner and that motorists, pedestrians, bicyclists, and workers are protected from hazard including, but not limited to, motor vehicle accidents. City shall designate a representative who will oversee and monitor Contractor’s agent and enforce City’s requirements set forth herein. Contractor covenants to give City any assignment and/or assurances which may be necessary to effect such right of direct enforcement. Contractor is solely responsible for, and assumes full liability for, the traffic control relating to this project. Contractor shall submit a final traffic control plan to City for its review and approval no less than one (1) week prior to commencing work under this Contract. Traffic Control.
