Training Category. In the event an applicant does not meet the minimum qualifications but is otherwise qualified for the position, the hiring authority may request the appointment as a trainee. In such cases the employee would be hired at a rate of 10 to 30 percent below the minimum salary until the minimum qualifications have been satisfied. This category is used to train people on the job who have a potential to do the work but lack some of the skills or experience needed. The normal time a person would spend in this category would usually be a minimum of six months and a maximum of eighteen months.
