Transfers to Lower Rated Classification. If an employee is transferred to a lower rated classification, the employee shall receive in the new classification the next rate below the employee’s present wage rate and shall progress within the scale for such lower rated classification according to the length of service within such lower rated classification subsequent to the date of the transfer; provided, that if the employee is at the maximum level in the present classification the employee shall receive not less than the maximum level of the lower rated classification.
