Treatment Plant Decommissioning – Cost Impacts. Should the DHY Clean Waters Community Partnership decide to disband in the future the following decommissioning process shall occur: 1. Conduct an appraisal of all of the Commission facilities; 2. Identify regulatory processes and transitional costs; and 3. Identify costs to restore sites to as close to original condition as feasible. If the facilities have a market value, the assets (excluding leased property) shall be sold by the Commission and the net proceeds shall be distributed to the member towns based on percent ownership. If the facilities are deemed to have no market value, then the net cost to restore the sites to as close to original condition as feasible shall be borne by each member community based on percent ownership. Each member town shall be required to pay any of their remaining capital or operation and maintenance costs until paid in full.
