The UAB shall make a positive or negative recommendation on the candidacy and must reflect the rationale for the majority view as well as any dissenting views. The recommendation of the UAB shall be reviewed by all members of the UAB prior to being forwarded to the Xxxxxxx. The recommendation must be signed (or the final copy approved in an e-mail that includes the text of the final copy, a printed version of the entire e-mail to be appended to the letter) by four fifths (4/5) of the members of the UAB sitting on the case.
