University Appeals Committee Procedures. 12.61 (a) The University Appeals Committee may decide by unanimous vote that no hearing is needed because the grounds advanced by the candidate and/or the DRC/LRC (Article 12.53) are deemed not to be substantive and, thus, not material to the URC’s decision.
