University Appeals Committee Procedures. 12.61 (a) The University Appeals Committee may decide by unanimous vote that no hearing is needed because the grounds advanced by the candidate and/or the DRC/LRC (Article 12.53) are deemed not to be substantive and, thus, not material to the URC’s decision. In that case it shall not hear the appeal but shall uphold the URC’s decision. Where the grounds are substantive, the UAC must hold a hearing. Where there is to be a hearing, the UAC shall begin to hear the appeal within fifteen working days of receipt of the notice of appeal.
