Upward Mobility Program. Each department shall establish and maintain an upward mobility program consistent with State Personnel Board Regulations. At the request of the Union, the department shall meet to discuss their upward mobility program. Recommendations for adding to or deleting from the upward mobility program shall be considered by the department. No change can be inconsistent with the State Personnel Board Regulations.
