Urban Reserve Planning. Area (URPA) means those Urban Reserves identified for annexation and urbanization by the CITY at such time as the UGB is amended to include the Urban Reserve Area.
Urban Reserve Planning. Responsibility Undefined means those Urban Reserve areas that the CITY and at least one other city may have an interest in ultimately annexing and urbanizing, but for which no final agreement has been reached. These areas are not considered part of the URPA for purposes of this Agreement.
