Use of City Buildings. The Association shall be allowed the use of areas normally used for meeting purposes for meetings of City employees when: 1. Such space is available and its use by the Association is scheduled at least twenty-four (24) hours in advance; 2. Such use of the available space does not interfere with normal City operations; 3. The meetings are on matters within the scope of representation.
