Utilization Standards. The following utilization standards will be applied: • 40% use, by weight of current year’s growth, on upland perennial grass species. • 40% use, by number of growing leaders, on upland browse species. • 45% use, by weight of current year’s growth, on riparian grass species. • 45% use, by number of growing leader’s, on riparian browse species. • Within Northern goshawk territories, a utilization level in forested areas (includes small openings) of: 20% average by weight, not to exceed 40% in any one area, on grasses and forbs. • Within Mexican spotted owl habitat, in order to maintain prey species habitat needs, a utilization level of 20-40%.

Utilization Standards. A. Purchaser has the right to remove all logs, parts of logs or slabs which meet the requirements for the lowest sawmill grade according to the standard log scaling rules and contain 20 board feet or more of net volume and have a minimum length of 12 feet. B. The Purchaser is required by Washington State law and Forest Practice Regulations to leave a minimum of 2 merchantable logs containing 50 or more board feet per log per acre. With the exception of these logs all merchantable logs are to be yarded to the road edge or landing. Any chunks or logs left at completion of logging can be left on the landing or at road edge for the Seller’s fire wood supply. C. Any forest products remaining on the sale area shall be left along the road system or the landing and become the property of the Seller if not removed prior to termination of this contract. D. Purchaser shall fall all non-merchantable conifer and hardwood trees and place them in the scarified piles. E. Purchaser shall not manufacture or remove split cedar products or firewood from the Seller’s land.

Utilization Standards. Frontier shall remove from the Premises any merchantable log manufactured from severed timber. Merchantable logs shall be those logs containing 10 board feet or more of sound, usable wood, and having a minimum log diameter of 6" inside the bark at the small end and having a minimum of 8 feet in length. Any log containing less than one-third net merchantable volume that is inadvertently transported to a log yard shall be the property of Frontier, but Frontier shall have no obligation to pay for such culls.

Utilization Standards. 3. Blocks where the practice of excess hardwood retention will be used. The waiver of the requirement to restrict areas of increased hardwood retention to 450 ha/year, which was waived for 3 years starting April 1, 2020, will not be extended for the 2024-2025 year. This can be re-evaluated as the conversations surrounding excess hardwood retention continue or if a situation arises where it appears this limit may be exceeded. 4. Proposed blocks with the potential to exceed the 5-year maximum harvest area targets (by planning unit and species grouping) by more than 5% or 100 ha, whichever is greater. (Indicator 24) The harvest distribution targets will be managed throughout the operating year. A post-harvest evaluation of performance against them will show the actual variances and be included in the FMP Annual Report on implementing the FMP. Projected variances from the 5-year targets for the period from 2018 to 2022 are being monitored. The 2022-23 harvest areas are not yet updated from imagery and the 2023-24 harvest is still in progress, so field depletions have been used for the projections. Once the actual harvest information is known, the tracking numbers will be updated and may result in changes, typically as a reduction in hectares. As per Xxxxx Xxxxxx’x November 24, 2023 email, Xxxxx has been approved to exceed the targets for wS and SH in the West due to two large events (Dore and Glew). Sakaw met with the Forest Service to provide rationale earlier this year. Given the current harvest schedule, Sakaw is projected to be under the wS target, and 68 ha over the 5% variance on the SH target in the West Planning Zone. There is also potential that the SH target in the East Planning Zone could be exceeded. This is being monitored closely and Sakaw will discuss any potential variance once the 2022 actual depletions are in. 5. Blocks occurring in Caribou Habitat Tier 1 Areas The caribou habitat management plan in the approved FMP is being followed and no harvest blocks have been planned in Tier 1 areas. There are 5.3 km of an existing, active winter road in Tier 1 area V that is expected to be travelled on in the 2024/25 operating year. This road has been used for around 5 years and is a historic trail/road that has been there for decades before that. It is also a stakeholder trail since it is a historic road, so will be left intact after the harvest operations. (see spreadsheet in Appendix A). 6. Utilization Standards. 1. This is a cut to prescription sale and purchaser is expected to meet the following prescription; 2. Reduce average basal area of unit to an average of 30 basal area an acre. Trees selected for retention and to be counted as meeting 30 BA will be >5” dbh, should be healthy with no signs of insect infestation, no damage or chlorotic, of good form and full crowns greater than 35% crown ratio; green crown height/total tree height= crown ratio%. Retention trees preferred size are 8” to 20” dbh and purchaser is expected to variably select within these parameters for retention. Two trees per acre of poor form and lack merchantability can be counted towards average 30 BA for wildlife trees. Contract Administrator or BLM staff will conduct audits of meeting prescription throughout timber sale contract, poor performance or not meeting prescription could result in contract cancellation and/or retention of performance bond.
