Visits Between Siblings. By a date to be determined by the Monitor in consultation with the parties, at least 85% of children in custody who have siblings with whom they are not residing shall visit with those siblings as appropriate. The Monitor shall also establish interim targets set at a level designed to promote a significant but realistic amount of annual progress towards the final target.
