Voluntary Reduction in Personnel. In the event of a substantial decrease in clients and a reduction in work for the bargaining unit and in place of a layoff as provided in Section 5, the employer may solicit volunteers for layoff to reduce the work force to meet the employer’s ratio of staff to clients. Such voluntary layoff will be for a specific period and when such period is completed, the volunteer will be entitled to return to work in his or her position.
