When Provisions of this Section Do Not Apply. The provisions of this Section do not automatically apply in those cases where an employee has been laid off due to lack of work resulting from any law, ordinance, rule, regulation, order or directive of any Federal, State, Municipal or any other civil or military authority, or from Union jurisdiction award, but in such cases the Company and the Union shall negotiate to determine what, if any, dismissal allowances shall be payable.
