Xxxxxx Arbitration Panel. A tripartite Layoff Arbitration Panel shall be appointed to hear all appeals having the same effective date for layoff. 1. Appeals shall be heard by a tripartite panel consisting of: a. A representative designated by the Director of Human Resources or designee. b. A representative designated by the Association. c. A neutral member selected in accordance with paragraph D.2. 2. The neutral Layoff Arbitration Panel member shall be chosen by: a. Mutual agreement between the County and Association or their designated representatives within five (5) working days of notification to the Association of an appeal. b.
