Bay states definition

Bay states means the six Chesapeake Bay states (Virginia, Maryland, Delaware, West Virginia, Pennsylvania, and New York) and the District of Columbia. The District of Columbia is considered a “state” for purposes of the Clean Water Act. 33 U.S.C. § 1362(3). “Chesapeake Bay Program (“CBP”) partnership” refers to the partnership focused on restoring the Chesapeake Bay, the principal partners of which are the Bay states, EPA, and the Chesapeake Bay Commission, as well as other federal agencies, state agencies, local governments, academic institutions, and non-governmental organizations. “Effective Date of this Agreement” means the date it is signed by the Parties.
