It is composed of seven members appointed by the Cabinet Secretary for Environment and Natural Resources headed by a chairman who is a person qualified to be appointed as a judge of the High Court of Kenya and members nominated by the Attorney-General, the Council of County Governors (Secretary), the Law Society of Kenya and the business community.
