County Debt means those limited tax general obligation bonds and other obligations issued by the County, and to which the County has pledged Sales and Use Tax Revenue collected under RCW 82.14.420, to finance the design, acquisition, construction and equipping of capital assets for the South Sound 911 emergency communication system.
