Directing Requests. Requests for negotiation meetings from the Association will be made directly to the Superintendent. Requests from the Board will be made to the President of the Association. Request from either party for commencement of negotiations shall be made no earlier than one hundred twenty (120) days and no later than ninety (90) days prior to the expiration of the existing Agreement. These requests shall contain a description of the items for negotiations. The parties will exchange their full and complete negotiations proposals at the initial meeting.

Release time shall be arranged for the Association representatives when meetings are held during school hours.

Requests from the superintendent or the Board, or their representatives, will be made to the president of the Association. A mutually convenient meeting date shall be set and a meeting held within five (5) days of the date of request.

Requests from the Board will be made in writing to the President of the Union. Requests for negotiation meetings shall be submitted between 60 and 90 days prior to the expiration of the contract term.

Requests initiated by the NBEA shall be directed to the Superintendent acting as the Board's representative. Requests initiated by the Board shall be directed from the Superintendent to the President of the NBEA. The written request for professional negotiations shall include the following: Within ten (10) working days after receipt of such notice an initial meeting with the Association President and/or negotiation chair will be scheduled for the purpose of setting a date for exchanging proposals. Proposals for negotiations shall be written and in detail. Exchanging of packages shall take place thirty (30) days unless time lines are extended by mutual agreement. Once packages are exchanged, no new item can be submitted by either party unless mutually agreed upon.

Requests from the Superintendent or the Board by their representatives will be made directly to the President of Local #357. A mutually convenient meeting date shall be set within fifteen (15) days of the date of the request, but in no case will a meeting be set before April 1, 2017 and no later than May 1, 2017 to begin master agreement negotiations for the following year.

c. Name, address and phone number of the requesting party to arrange a mutually agreeable time for the initial negotiations meeting. A written reply shall be sent by the receiving party within ten (10) days to the official representative of the requesting party. This communiqué shall include the following:
a. Date of writing.
b. Recognition of request for a professional negotiations meeting.
c. Time, place and date of a mutually agreeable initial negotiations meeting.
