The Federal adoption assistance program under Title IV, part E of the Social Security Act, was intended to provide permanency for children with special needs in public foster care by assisting states in providing ongoing financial and medical assistance to the families who adopt them.
Federal adoption assistance is provided through an adoption assistance agree- ment between the state or local adop- tion assistance agency and the adoptive parents.6 The agreement must be signed and in effect at the time of, or prior to, the final decree of adoption and must specify (1) the duration of federal assis- tance and (2) the nature and amount of any payment, services, and assistance to be provided.
