Finally Stabilized definition

Finally Stabilized means that all soil disturbing activities at the site have been completed, and a uniform perennial vegetative cover with a density of 70% of the typical or native background vegetative cover for the area has been established on all disturbed unpaved areas and areas not covered by permanent structures. Final stabilization using vegetation must be accomplished using plants or seed mixtures of forbs, grasses and/or woody vegetation that are adapted to the conditions of the site.
