Greater Winnipeg means the City of Winnipeg as defined by the community committee boundaries.

Greater Winnipeg in the GWGDA was defined as “the area comprising the City of Winnipeg, the Rural Municipality of East St. Xxxx, and the Rural Municipality of West St. Xxxx.” However, in 1963, an amendment to the GWGDA provided the Board with authority to issue orders deeming any city, town, village or rural municipality to be part of Greater Winnipeg for purposes of the GWGDA. Centra advised that historically, to be deemed part of Greater Winnipeg, a municipality would have had to enter into a franchise agreement with the Greater Winnipeg Gas Company. Franchises to other companies were not dealt with under the GWGDA. The power to deem municipalities to be part of Greater Winnipeg was only provided to the Board in 1963 (that in the context of the then-pending application for a franchise for the Town of Selkirk). However, each of St. Xxxxxxxx, Springfield and St. Xxxxxxx subsequently granted franchises for other parts of their respective municipalities. In the context of the Board Orders approving those additional franchises, the three municipalities were ultimately deemed to be part of Greater Winnipeg and the Board accepts that they are currently subject to the GWGDA.
