Heat Load Operation definition

Heat Load Operation means the operation of any carbon black reactor at a Facility under any of four conditions: (1) when there is no oil feed but only natural gas (and/or liquefied petroleum gas) and combustion air supplied to the reactor burner, and the reactor is not manufacturing carbon black and generating Tail Gas, including, but not limited to, during periods of Startup and Shutdown, (2) during the periods either prior to or at the conclusion of Process System Operation, each of which shall be as short as practicable and shall not exceed 13 minutes, when transitioning between (A) an operational mode in which oil, natural gas (and/or liquefied petroleum gas), and combustion air are all fed to the reactor burner and the reactor is manufacturing carbon black and generating Tail Gas, and (B) an operational mode, including, but not limited to, during periods of Startup and Shutdown, in which no oil but only natural gas (and/or liquefied petroleum gas) and combustion air are supplied to the reactor, (3) at a boiler, when there is no oil feed to the reactors but only natural gas (and/or liquefied petroleum gas) and combustion air (and not Tail Gas generated by a reactor during Process System Operation) are fed to the boiler, including, but not limited to, periods of Startup and Shutdown, or (4) at a dryer combustor during times other than Process System Operation, when only natural gas (and/or liquefied petroleum gas)
