National Investor means, subject to paragraph 2 of this Article, a Member State or a national of a Member State holding equity share capital of a Company. "regionally-owned and controlled" in relation to a company means that the company is one in which in the opinion of the Authority nationals of at least two Member States exercise management and control by beneficially owning shares carrying between them directly or indirectly -
