Open Fire Burning shall mean open and enclosed burning of solid waste in the open where the products of combustion are emitted directly into the atmosphere without passing through a stack, chimney, or other enclosure.

In an area affected by a Fire Control Order, every person shall immediately proceed to extinguish every Open Fire or banned fire enumerated which has been set, permitted or maintained by them, or which has been set, permitted or maintained under their authority, or which has been set, permitted or maintained on land occupied or owned by them.
