If a Ticket Issuing Machine which was out of order is repaired during the Charging Hours then any Vehicle parked before the successful completion of the repair shall be exempt from charge provided that it is not parked for longer than the Maximum Duration of Stay permitted for that Pay and Display Parking Place.
The Permitted Hours of operation of a Pay and Display Parking Place shall be as specified in the Label for that particular restriction and also as specified in Column 5 of Schedule 10.
The Parking Charge payable in a Pay and Display Parking Place where a Ticket Issuing Machine is installed shall be payable on the leaving of a Vehicle in the Pay and Display Parking Place by the insertion into the Ticket Issuing Machine of payment to the value of the relevant Parking Charge for the parking period for which payment is being made.
No Vehicle which, having displayed a Ticket, has been taken away from a specific Pay and Display Parking Place during the Permitted Hours shall be allowed to return to that Pay and Display Parking Place during the Permitted Hours, until the expiry of the Minimum period before returning as set out in the Label for that particular Pay and Display Parking Place and also as set out in Column 7 of Schedule 10.
Any length of Road defined by the Legend as “Pay and display” and also defined in Schedule 10 as a “Pay and Display Parking Place” is hereby designated as a Pay and Display Parking Place.
