Pretext stop or detention definition

Pretext stop or detention means an investigatory stop or detention premised on an infraction or violation for which an officer has reasonable suspicion but where the officer’s true motivation is to investigate a different offense for which there is no reasonable suspicion at the outset of the investigatory stop or detention.
