The burden of going forward with a prima facie case shall be on the ASC.§ 1102.32 Notice of Intention to Com- mence a Proceeding.The ASC shall instruct the Secretary or other designated officer acting for the ASC to publish in the FEDERAL REGISTER a Notice of Intention To Commence A Proceeding (Notice of In- tention).
