Program Countries definition

Program Countries means collectively, the Federal Democratic Republic of Ethiopia, the Republic of Kenya, and the United Republic of Tanzania, all participating in the first phase of the Program.
Program Countries means Tonga, Kiribati, Tuvalu and other Pacific States which may participate in the Program.
