Public setting means a location that is:
Public setting means an indoor area, whether privately or publicly owned, to which the public has access by right or by invitation, expressed or implied, whether by payment of money or not, but not a place when used exclusively by one or more individuals for a private gathering or other personal purpose.
Public setting means any place that is open and accessible to the general public, and shall include educational institutions and school property as defined in section 4004 of this title and public buildings as defined in 20 V.S.A. 2900(8) .

Public setting means any area, whether inside or outside a building or other enclosure, that is not a private residence or vehicle, and is open for simultaneous use by two or more individuals not of the same household for business, education, recreation, transportation, or similar purposes, including a “public place” as defined in Utah Code § 76-9-102 and a “place of public accommodation” as defined in Utah Code § 13-7-2(3) and 42 U.S.C. § 12181.
