Section 5 The United States Government may carry out within the lands, waters, and airspace of the Free Associated State of Puerto Rico the activities and operations necessary for the exercise of its authority and responsibility under this Title, subject to the terms established by mutual agreement between the United States Government and the Free Associated State of Puerto Rico.
In determining what would be the amount or manner that would endanger public safety or health under this Section, the United States Government will comply with any applicable international guidelines accepted by the United States Government, United States laws, the regulations that implement them, and the laws and regulations of the Free Associated State of Puerto Rico.
The use by the units of the armed forces of other countries of said military areas and facilities, for purposes other than transportation and overflight, will be subject to consultation with and, in the case of larger units, the approval of the Government of the Free Associated State of Puerto Rico.
The Governments of the United States and of the Free Associated State of Puerto Rico may also establish any other office as agreed upon.
Section 2 The premises of said representative offices, as well as any property or archives of any kind (including electronic and physical files), wherever they are located, shall be inviolable by the Governments of the United States and of the Free Associated State of Puerto Rico, their officers, employees, and agents.
