Qualified incubator facility means a commercial building located within a qualified incentive area: that contains 50,000 or more square feet of office, laboratory, orindustrial space; that is located near, and presents opportunities for collaboration with a research institution, teaching hospital, college, or university, which is evidenced by a written agreement that demonstrates this collaboration; and within which, at least 50 percent of the gross leasable area is restricted for use by one or more technology startup companies during the commitment period.
