The MARAD con- tracting office shall prepare modifica- tions to all Service Agreements and Ship Manager Contracts that are re- quired due to changes in the Federal Acquisition Regulation or Transpor- tation Acquisition Regulation, or changes in MARAD policy or proce- dure.

In the event that the Maritime Administration has any reason to be dissatisfied with the qualifications, conduct, or performance of any person employed by the Ship Manager, the Maritime Administration will notify the Ship Manager and the Ship Manager shall investigate the matter and take appropriate corrective action as warranted.
The Ship Manager is responsible for providing accounting of Phase O overtime via invoices.
