Commencement of negotiations for a Voluntary Cleanup Program (VCP) Agreement.
The date of receipt of a VCP Application by the Department shall be deemed to be the commencement of negotiations for a VCP Agreement.

Applicants should be aware that in order for the RRC to issue a VCP Certificate of Completion for an entire site as it is currently described in this application or will be described at the time of certificate issuance in a meets and bounds legal description of the property, the applicant must provide adequate information to document that the entire site meets the remediation standards to which the applicant and RRC will agree in a VCP Agreement, if such an agreement is executed.
