Institutional Arrangements. 1. Without limitation to the provisions of Article V of the General Conditions and except as the Bank shall otherwise agree, the Borrower shall, as relevant, establish and maintain throughout Project implementation, with composition, resources, terms of reference and functions acceptable to the Bank: (a) a Project Management Unit (PMU), within MoESTD, to be responsible for (i) the overall coordination of all Project implementation activities, including specifically with the Central Fiduciary Unit, Working Group, other members of MoESTD, and other relevant agencies and beneficiaries, as specified in the Project Operations Manual (POM) and the Grant Operations Manual (GOM), (ii) ensuring that the requirements, criteria, policies, procedures and organizational arrangements set forth in the POM and the GOM, as relevant, are applied in carrying out the Project, (iii) preparation of all Project implementation documents, including Project supervision reports, and (iv) monitoring and evaluation of the Project; (b) a Central Fiduciary Unit (CFU), within MoF, to be responsible for the procurement and financial management of the Project, and appoint an MoF staff to coordinate and oversee the CFU, as detailed in the POM; (c) a Working Group, which includes experts from the MoESTD and focal points for each of the Project Parts, to be responsible for providing technical expertise and support to the PMU on day-to-day Project implementation activities;
Institutional Arrangements. 1. The Borrower shall assign day to day implementation and management of the Project to its Ministry of Health, through the PCU. 2. The Borrower, through the Ministry of Health, shall maintain, throughout Project implementation, the PCU with terms of reference, staff and resources satisfactory to the Bank. 3. The PCU shall be responsible for organizing quarterly Project review meetings to be called by the Ministry of Health, and attended by relevant officials of the Ministry of Health, Institute of Public Health, Regional Institutes of Public Health, Health Insurance Fund, and key Project stakeholders. 4. The Borrower, through the Ministry of Health, shall ensure that the Health Insurance Fund assists in the implementation of the Project by carrying out the technical activities under Parts 1 and 2(a) of the Project. 5. The Borrower, through the Ministry of Health, shall ensure that the National Agency for Accreditation of Health Care Institutions assists in the implementation of the Project by carrying out technical activities under Part 2(b) and Part 3(a) of the Project. 6. The Borrower, through the Ministry of Health, shall ensure that the Institute of Public Health provides technical support to the Ministry of Health in the carrying out of activities under Parts 1, 2(a) and 3 of the Project. 7. The Borrower, through the Ministry of Health, shall ensure that the Regional Institutes of Public Health assist in the implementation of the Project in their respective areas or regions by carrying out technical activities under Part 1, Part 2(b) and Part 3 of the Project. 8. No later than 30 days after the Effective Date, the Borrower, through the Ministry of Health, shall formally establish and shall thereafter maintain, the Project Policy Board, with terms of reference, staff and resources satisfactory to the Bank. The Project Policy Board, which shall be headed by the Minister of Health, shall serve a deliberative and advisory function to the Project, and shall include senior representatives from the Ministry of Health, Health Insurance Fund, the Institute of Public Health, Regional Institutes of Public Health, and the Ministry of Finance.
Institutional Arrangements. 1. The Borrower shall maintain and operate, throughout Project implementation, PPS in a manner, with resources, staff, terms of reference, functions and responsibilities satisfactory to the Bank, and set forth in the Project Operations Manual. 2. The Borrower, through PPS, shall establish and, thereafter, operate and maintain throughout Project Implementation the PIU, as a technical coordination unit of the Project, with technical experts and other personnel in adequate numbers and with qualifications, and with terms and conditions, all satisfactory to the Bank, including a PIU director, a procurement specialist, and a financial management specialist. 3. In respect of Part A.3.(a) of the Project, the Borrower shall ensure that the Matching Grants Program is implemented in a manner satisfactory to the Bank, and in accordance with the Matching Grants Manual, the Environmental and Social Management Framework (“ESMF”) and any applicable Environmental Management Plan (“EMP”) thereunder. 4. In respect of the implementation of Part B.2 of the Project, the Borrower, through MoLEVSA, shall carry out the procurement, financial management and other associated activities, in coordination with PPS for Project reporting purposes, all in accordance with the Project Operations Manual, and with resources, staff (including a procurement specialist), terms of reference, functions and responsibilities satisfactory to the Bank.
Institutional Arrangements. 1. The Borrower shall maintain the Project Implementing Entity with the necessary resources to carry out the Project, and with a composition and terms of reference satisfactory to the Bank. 2. The Borrower shall cause the Project Implementing Entity to maintain the PIT at all times during Project implementation with resources and responsibilities satisfactory to the World Bank, including procurement and financial management, and with competent staff in adequate numbers. 3. The Borrower shall cause the Project Implementing Entity to carry out the Project in accordance with the Project Operations Manual, and shall not, and shall cause the Project Implementing Entity to not amend or waive any provision thereto without the Bank’s prior written approval. In case of any conflict between the terms of the Project Operations Manual and the Agreement, the Agreement shall prevail.
Institutional Arrangements. 1. The Project Implementing Entity shall be responsible for the overall implementation of the Project, under the guidance and supervision of the Steering Committee. The Project Implementing Entity shall be responsible for handling the day-to-day management of the Project including procurement, financial management, Project monitoring and evaluation, and reporting arrangements, as well as management of environmental and social issues under the Project. 2. The Borrower shall, at all times throughout the duration of the Project, maintain, adequately fund and cause the Project Implementing Entity to comprise qualified staff, including procurement and financial management specialists and an environmental safeguards expert, in adequate number and with terms of reference satisfactory to the Bank. 3. To facilitate the carrying out of the Project and to accomplish the purposes of the Loan, the Borrower shall make the appropriate arrangements to make the proceeds of the Loan available to the Project Implementing Entity. 4. The Borrower shall, and shall cause the Project Implementing Entity to: (i) ensure that the Project is carried out in accordance with the Financial Manual; and (ii) prior to the carrying out of any activities to be financed with the proceeds of the Loan, update the Financial Manual for purposes of this Loan and in a manner satisfactory to the Bank.

Without limitation to the provisions of Article V of the General Conditions and except as the Bank shall otherwise agree, the Borrower shall maintain throughout Project implementation, with composition, resources, terms of reference and functions acceptable to the Bank: (a) a Project implementation unit within MoF (PIU), to be responsible for: (i) the overall coordination of all Project implementation activities; (ii) ensuring that the requirements, criteria, policies, procedures and organizational arrangements set forth in the POM are applied in carrying out the Project; (iii) preparation of all Project implementation documents, including Project supervision reports, and (iv) monitoring and evaluation of the Project; and (b) a Central Fiduciary Unit (CFU), within MoF, to be responsible for the procurement and financial management of the Project, and appoint an MoF staff to coordinate and oversee the CFU, as detailed in the POM. 2. Not later than three (3) months after the Effective Date, the Borrower, through the CFU, shall hire an entity with experience, qualifications and terms of reference acceptable to the Bank, for purposes of verifying the compliance of DLRs.

The Borrower shall maintain a Steering Committee, which shall include representatives of the Borrower’s Ministry of Finance, Ministry of Transport, Ministry of Interior, Ministry of Regional Development and Local Self-Governance, as well as representatives of the Project Implementing Entity, and shall have oversight functions on overall Project Implementation. The Borrower shall cause the Project Implementing Entity to coordinate the meetings of the Steering Committee on a periodic basis. 4. The Borrower shall cause the Project Implementing Entity to maintain the Project Implementation Team, in charge of the day-to-day implementation of the Project, including financial management, procurement, environmental, and social and technical aspects of the Project. The Project Implementation Team shall be headed by the Project Implementing Entity’s Director for Investments, reporting to the Deputy Director of the Project Implementing Entity, and shall have the following functions: (a) Project direction; (b) Project coordination; (c) Project procurement; (d) Project financial management; (e) Environmental and Social Safeguards;

Institutional Arrangements. 1. The Borrower shall, through MOH, maintain, throughout Project implementation, the PCU with terms of reference, staff and resources satisfactory to the Bank. 2. The Borrower shall, through MOH, hold quarterly Project review meetings attended by relevant officials of the Ministry of Health, Institute of Public Health, Regional Institutes of Public Health, Health Insurance Fund, and any other Project stakeholders as relevant. 3. The Borrower shall, through MOH, ensure that the Health Insurance Fund assists in the implementation of the Project by providing support in the planning and monitoring of centralized procurement of goods and supplies for the Project in particular in terms of preparation of technical specifications for procurement of tests, personal protective equipment for medical staff and other sanitation and medical supplies. 4. The Borrower shall, through MOH, ensure that the Institute of Public Health and the Regional Institutes of Public Health assist in the implementation of the Project by providing support in the health promotion, disease prevention and environmental protection activities of the Project, including guidance to health care institutions on how to implement such activities.
