The public interest commitments set forth in this Section 4 of this Specification shall be subject to review by Registry Operator starting in January 2016, and Registry Operator, in its sole discretion and upon written notice to ICANN, may elect at that time to discontinue any of such public interest commitments in the case of a substantial and compelling business need.

Abuse Point of Contact. 3.14.1 Without prejudice to COREhub’s own Abuse Contact, Partner shall appoint and maintain a conspicuous and readily accessible abuse point of contact to receive reports of abuse involving domain names registered through COREhub includ- ing reports of illegal activity as required by the Registrar Accreditation Agree- ment (“RAA”) entered into between COREhub and ICANN, as amended from time to time. Partner shall publish an email address to receive such reports on the homepage of the Partner’s website (or in any other standardized place that may be designated by ICANN from time to time). Any reports received by Part- ner and/or its Resellers must be forwarded to and received by COREhub within forty-eight (48) hours.

Even though the ECC may take charge of the situation, the NMC will continue to monitor the circumstances and restore traffic as soon as damaged network elements are revitalized.   • Power Factor Design Criteria (Reactive Power A wind generating plant shall maintain a power factor within the range of 0.95 leading to 0.95 lagging, measured at the Point of Interconnection as defined in this LGIA, if the ISO’s System Reliability Impact Study shows that such a requirement is necessary to ensure safety or reliability. The power factor range standards can be met using, for example without limitation, power electronics designed to supply this level of reactive capability (taking into account any limitations due to voltage level, real power output, etc.) or fixed and switched capacitors if agreed to by the Connecting Transmission Owner for the Transmission District to which the wind generating plant will be interconnected, or a combination of the two. The Developer shall not disable power factor equipment while the wind plant is in operation. Wind plants shall also be able to provide sufficient dynamic voltage support in lieu of the power system stabilizer and automatic voltage regulation at the generator excitation system if the System Reliability Impact Study shows this to be required for system safety or reliability.
