Access to the Authority, Independent Engineer and Independent Panel. The licence, right of way and right to the Site granted to the Concessionaire hereunder shall always be subject to the right of access of the Authority, the Independent Engineer, the Independent Panel and their employees and agents for inspection, viewing and exercise of their rights and performance of their obligations under this Agreement.
