Alterations to Funding Levels. The Regulator and Department recognise the constraints that the public expenditure system imposes upon them in respect of xxx Xxxxxxxxxx’x funding. Before agreeing material variations to the Capital Programme, the Regulator will consult the Environment Agency, the Drinking Water Inspectorate and the Consumer Council.
