Application for and Determination of Exemption from Payment of Agency Fee. (a) Those bargaining unit staff members who assert that the payment of the agency fee is in conflict with the honest dictates of their conscience, shall advise the Council in writing, with a copy to Battelle, of their desire to be exempt from such payment. Such letter shall set forth in detail the reasons for the claim of exemption. Subject to final resolution of any such request for exemption, in accordance with the provisions hereof, a staff member making such an application for exemption shall be exempt from payment of the agency fee as of the date his writing is mailed to the Council by certified or registered mail.
