Arbitration Board Procedures. (a) Within ten (10) days or as soon as reasonably possible upon receipt of a grievance the Chairman shall convene an Arbitration Board and advise the Employer and the Association of the hearing date. (b) At the Arbitration Board hearing, the Employer and the Association may be represented by any person(s) they so designate. (c) Where a grievance is heard by a three (3) member Arbitration Board, the decision of the majority of the members is the award of the Arbitration Board, but if there is no majority, a decision of the Chairman governs and their decision is the award of the Arbitration Board. (d) The Chairman shall submit a report on the findings and the decision of the Arbitration Board, within thirty (30) days or as soon as reasonably possible following the completion of the hearing to: (i) the President of the Institute (ii) the President of the Association (iii) the grievor, and
