Arbitrator’s Fees and Expenses. The fees and expenses of the arbitrator shall be paid by the losing party as determined by the arbitrator. The decision of the arbitrator shall be final and binding on the Employer, the Federation and the employees affected, consistent with the terms of this Agreement.
